The Poorest of the Poor in the Cordilleras

If the National Household Targetting System for Poverty Reduction (NHTS-PR) of the DSWD is to be believed, then the poorest province in the Cordillera region would be Mountain Province and the least poor would be the City of Baguio.

The NHTS-PR surveyed the 233,863 households that comprises the Cordilleras and according to their survey, 79,135 of these households or 33.84 percent of them are poor.

Here's a breakdown of the 79,135 households deemed poor by province:
1) Mountain Province – 30,900
2) Abra – 17,509
3) Benguet – 13,819
4) Kalinga – 13,427
5) Ifugao – 12,032
6) Apayao – 11,119
7) Baguio City – 3,613

As we all know, surveys are never accurate and often they don't even come close to being fairly accurate. In fact the DSWD-CAR reportedly received nearly 40,000 complaints with regards to the survey. 40,000? Wow. 40,000 complaints from a survey that involved 233,000? How can you expect something accurate from this?
